Step 1) Copy all files to the new server.
Step 2) Transfer all database contents to the new database.
Step 3) Adjust the database parameters ($typo_db_...) in /typo3conf/localconf.php.
Step 4) Adjust the constants in the TYPO3 Admin Area (e.g. config.baseURL under WEB->Template->Info/Modify->Setup->Constants).
Done.
Note on Step 4): When adjusting the constants, pay particular attention to extensions and static templates (Filelist->Templates->Layouts).
